Afternoon keynote speaker Lieutenant General Hernandez retired from the United States Army after 39 years of service. His last active duty assignment was as the first Commander of Army Cyber Command (ARCYBER), where he was responsible for the daily operations and defense of all Army networks.
As Special Assistant to the Chief of Staff of the National Capital Region (NCR) Senior Policy Group, Mr. Rauschecker has provided legal and policy analysis to the NCR’s Homeland Security Advisors. Additionally, he helped implement the Urban Area Security Initiative (UASI) grant which supports the region’s homeland security goals and priorities.
Matthew Dunlop is an active duty lieutenant colonel in the United States Army with over 22 years of service. He currently works for the United States Army Cyber Command at Fort Meade, Maryland. Matthew also serves as adjunct faculty in the Department of Electrical and Computer Engineering at Virginia Tech.
Tony leads the development of the Critical Security Controls, a worldwide consensus project to find and support best practices in cybersecurity. His “volunteer army” cuts across all segments of the industry to identify practices that will stop the vast majority of attacks, and then leads projects to validate, measure, scale, and share these practices for widespread adoption.
Brendan is a senior engineer at CERT in the Software Engineering Institute where he serves as the technical manager for the Cyber Risk Management Team, working with both Federal and industry partners to improve cybersecurity by addressing processes, people, and technology holistically.
Darren Lacey is Chief Information Security Officer and Director of IT Compliance for the Johns Hopkins University and Johns Hopkins Medicine. He was the first Executive Director of the Johns Hopkins University Information Security Institute, a National Security Agency Center of Academic Excellence in Information Assurance.
Jason Taule is a 25+ year veteran of the information assurance industry who has worked in both the intelligence community and commercial sectors first consulting to Federal agencies and then serving as inside CSO/CPO both within the Government and at large systems integrators like General Dynamics and CSC.
Timothy is a project manager for IV&V and mitigation team in support of SPAWAR and JTF CapMed. He oversees a team of 10 employees implementing DIACAP C&A process for major hospitals in the North Capital Region. He is also a project manager for cyber security tools research and development.

Larry is a highly skilled network engineer with over eight years of experience managing network services. He oversees the IT infrastructure for three clients in the Maryland area providing a secure network and IT services for over 250 employees.
In his role at Lockheed Martin, Douglas leads a staff that is responsible for providing advice and guidance relative to investigations, counterintelligence and counterterrorism matters impacting the Corporation. He is also the primary face to the Intelligence Community.
Charles McGonigal is the Assistant Special Agent in Charge of CI and Cyber Programs at the FBI.
Larry has over 30 years of leadership in Counterintelligence and security operations in the National Security Agency providing expertise to both offensive and defensive organizations. Larry has received numerous DoD and Intelligence Community commendations.
Afternoon Moderator Steve Zotti is currently serving as the Chief Operating Officer and Senior Director of Customer Operations for Ciena Government Solutions, Inc, a subsidiary of Ciena Corporation with dedicated resources and networking expertise to address the evolving communications requirements of the government marketplace.
Rom will moderate the Health IT Panel. He is the principal advisor on OI&T financial resource requirements and manages OI&T’s acquisition strategy/customer operational relationships. Rom is the former Deputy Assistant Secretary for Information Technology Resource Management and the Chief Financial Officer for the Office of Information & Technology (OI&T).
Ms. Doreen Harwood will introduce the keynote speaker. Doreen is a Senior Vice President at Leidos. She retired from NSA in April of this year as a Senior Executive and was the Program Executive Officer for one the agency’s largest mission portfolios.

She has held development and leadership positions in software development, systems engineering and program management in networking and cyber security. She has degrees in Electrical Engineering from Rice University and a Masters from University of Texas at Dallas.

Stephanie has a degree in Electrical Engineering from Virginia Tech and a Master's of Science in Business from Johns Hopkins University.

During his tenure at APL, Chris has served in technical leadership positions supporting numerous projects which focus on improving the security of critical U.S. systems. His background covers a wide variety of technical areas including software engineering, security engineering, embedded systems, trusted platforms, and cloud computing.
Mike is the moderator for the PM Breakout Session, Insider Threat. He successfully completed Carnegie Mellon's first Insider Threat Program Implementation certificate course. Mike sits on the board of directors for the National Insider Threat Special Interest Group (NITSIG) and provides subject matter expertise to customers across the IC, DOD and commercial sectors.
