Major General George J. Allen

Major General George J. Allen (USMC) is the Director of Plans and Policy for United States Cyber Command, Fort George G. Meade, Maryland. Prior to this assignment, Major General Allen was the Director for Command, Control, Communications, and Computers (C4), and the Deputy DON Chief Information Officer (DDCIO) for the United States Marine Corps.

Ken Ulman

Howard County Executive Ken Ulman started his second term in 2010 and has focused on strengthening core priorities such as public safety and education, finding efficiencies within government, exercising sound fiscal management, protecting our environment, and creating a healthier and more vibrant community.

Yul Williams

Dr. Yul Williams is the Technical Director for the National Security Agency/Central Security Service (NSA/CSS) Threat Operations Center – the nexus of computer operations.Dr. Williams joined NSA in 1984 and has taken on a wide-ranging set of technical challenges during his career. He served as the Tech¬nical Director for the Cyber Protection Program Office to assist the Department of Homeland Security (DHS) in planning the implementation of the Automated Defense System that DHS would use to defend the U.S. Government critical computer networks.

Randy C. Winemiller

Mr. Randy C. Winemiller became Program Manager and Chief, Real Property Services Field Office (RSFO) in October, 2000. Prior to becoming Chief, RSFO, Mr. Winemiller served in a variety of positions in multiple USACE locations. He has over 20 years of experience in the Resource Management field having served as the Chief, Resource Management in both the Philadelphia and Baltimore districts as well as Director, Resource Management, North Atlantic Division located in Ft. Hamilton, NY.


Congressman C.A. Dutch Ruppersberger is serving his fifth term in the United States House of Representatives for the citizens of Maryland’s 2nd District. The 2nd District is home to the National Security Agency, Fort Meade, Aberdeen Proving Ground, the Coast Guard Yard at Curtis Bay and other installations essential to the country’s national security.

Congressman Ruppersberger was the first Democratic freshman ever appointed to the House Select Committee on Intelligence, which oversees the collection and analysis of intelligence information from all around the world to ensure our national security. He was named Ranking Member of the Intelligence Committee in 2011 and previously spent four years as Chairman of the Technical and Tactical Intelligence Subcommittee, which oversees the coun¬try’s space program, cybersecurity and signal intelligence agencies.

Congressman Ruppersberger also serves on the House Armed Services Committee, the Strategic Forces Subcommittee and the Emerging Threats & Capabilities Subcommittee. He has served in public office for more than 27 years, including on the Baltimore County Council and as Baltimore County Executive from 1994 to 2002.
